Being the CEO of a morally bankrupt company Phantom has adquired a large number of enemies over the years one of which managed to infect her robotic components with a computer virus.
If the infection is not treated properly she could be a potential danger to herself and her employees
However her company has a protocol in case a situation like this happens, she is to be isolated in a padded room while her engineers develop a cure.
The device on her chest generates an electromagnetic pulse that disables any non-vital body functions, specifically sight, hearing, speech and coordination as well as keeping track of her vitals.
Though this is more than enough to contain her the straitjacket and everything else is just a formality.
